Chevy Third Brake Light Fuse

I looked at the fuse box under the hood and the one on the drivers side dashboard but.

The only way to turn off the third brake light is to remove the fuse 49. Checked fuse and bulbs and everything works fine. Lower brake lights no longer work on my 2002 chevy tahoe but the 3rd brake light works fine. Does anyone have any idea how to fix this problem.
